announces WHIP. The Wildlife Habitat Incentives Program (WHIP) is a voluntary program for people who want to develop and improve wildlife habitat primarily on private lands. It provides both technical assistance and cost-share payments to help establish and improve fish and wildlife habitat. This information was published in the federal register 9.19.97 and can be viewed at http://www.nrcs.usda.gov. Proceed to the "programs" section and it's all there. It is part of the USDA 1996 Farm Bill and is within the conservation provisions. There are a few considerations which rule the land ineligible such as CRP and wetlands reserve. The letter we received from the local agent (USDA-Natural Resourcee Concservation Service) listed priortiy habitats for our state with the following examples having been identified: Hedgerow planting, Tree/Shrub Planting, Waterfowl Impoundment, Firebreaks, Filter Strips, Idle land Management, and Field Borders (create edge effect).
